Instead, it anticipates challenges by actively engaging with the community, collecting feedback, and implementing solutions that reflect the collective interests of its residents. For San Mateo, this is particularly important as the city grows and evolves. Issues like affordable housing, traffic congestion, and sustainability require long-term planning that involves listening to the people who are directly affected.


The Role of Community Engagement in the General Plan 2040


Community engagement is essential for creating a responsive government, and was at the heart of the General Plan 2040 process. It ensures that the decisions made by city officials align with the needs and values of the people they serve. In San Mateo, engaging the community means going beyond just public meetings or surveys—it’s about creating multiple avenues for input, so all residents, regardless of background or income level, can participate.


The General Plan 2040 included feedback and participation from over 1,000 community members over six years with the focus on understanding community priorities as our City looked ahead at what kind of community we wanted to be, and for whom.


Housing was number one as a priority.


Effective community engagement involves more than asking for opinions; it requires a commitment to action. When residents feel that their voices are heard and that their feedback leads to real change, trust in government grows. This trust is the foundation of a healthy, functioning democracy, and it’s especially important in a city as diverse and dynamic as San Mateo. This is why out of the General Plan 2040 process came Measure T as one of the final steps to implementing the community's vision for it's next stage.


Measure T is an Example of Responsive Government in Action in San Mateo


San Mateo has taken several steps to improve community engagement and responsiveness over the years. How the City is responding to the community's outcry that the housing crisis is real is an important example. As housing prices have skyrocketed, the need for affordable housing has become increasingly urgent. Rents for a 2-bedroom apartment have risen 45% year over year, and it is estimated that 84% of educators across San Mateo County qualify for affordable housing - it is not a question of whether or not the situation is dire, but how bad is the community going to let things get before we actually do something about it.


With Measure T in combination with the city’s Below Market Rate (BMR) ordinance, San Mateo will be able to create more affordable housing than under current zoning regulation, and will for the first time ever have a real chance to achieve its state-mandated housing allocations for both affordable home development.


Responsive government is the cornerstone of a thriving, resilient community, and San Mateo has the potential to lead by example. By fostering meaningful community engagement, the city can ensure that decisions are made with input from those who live and work here. When residents feel heard and valued, they are more likely to invest in the success of their community. Through active dialogue and responsible action, San Mateo can continue to be a place where everyone has a stake in shaping the future.
