Measure Y, passed in San Mateo, was designed to protect the character of established neighborhoods by limiting high-density development and managing growth in a way that responded to concerns about overbuilding and traffic. While Measure Y effectively slowed rapid, unchecked development, it was never intended to be a permanent solution to the city’s housing challenges. It served its purpose at a critical moment, but now it’s time to evolve our approach, particularly as we face an increasingly severe affordable housing crisis.


San Mateo’s population has continued to grow, and with that growth comes an undeniable demand for housing. Unfortunately, many residents - especially teachers, first responders, healthcare workers, and other essential employees - are being priced out of the city. We cannot continue to push these people farther away from their jobs, forcing them into long commutes that increase traffic and pollution.


While Measure Y prioritized controlled growth, it has also created limitations that prevent the city from addressing this housing shortage in a meaningful way.
